The United States shall:

6.1 Evolve “relationships of convenience” that have long since become inconvenient for U.S. and liberal democratic nations.

6.2 Reduce support for authoritarian regimes while encouraging liberalization.

6.3 Support democracies and those seeking democracy.

6.4 Pursue a foreign policy aimed at spreading liberal values, such as human rights, market economies and democracy.

6.5 Act with the knowledge that U.S. military support for some illiberal nations has become counter-productive, has inflamed extremists and undercut America’s moral authority.
